How much compression depends on who you ask.  Briggs does not publish any specs since compression varies so munch.  They recommend removing the top engine sheet metal to expose the flywheel.  With the flywheel exposed, quickly rotate the flywheel backwards.  The engine should have enough compression to stop or snap the flywheel in the opposite direction indicating there is enough compression.
