Small Engines (Lawn Mowers, etc.): Transmission problems on Troy Bilt LTX2146, variable speed pulley, transmission belt

I changed the drive belt and the transmission belt yesterday. Now am having trouble putting into gear, forward and neutral go forward, and reverse is working intermittently.  Thought I put it all back together
according to diagram in book, but evidently something is wrong. I did have to remove the variable speed pulley to remove one of the belts. I was asked by another expert if the variable speed pulley was binding. What does this mean?  The expert I was working with is currently not available. Any help is appreciated.

Binding is not free. That means it is stuck or Jammed sometimes the pulley bearings go bad causing the problem in the first place. Check to see if all the pulleys are spinning and look at their condition do the look bad rusted or missing bearings.
