Small Engines (Lawn Mowers, etc.): Cant start lawnmower, sears craftsman, rear discharge

Question
I have a Sears Craftsman 6.75 HP 22" rear discharge power propelled rotary lawnmower. I can't pull the cord to start the engine. It's not completely stuck; I can move the cord (with some resistance) to the fully pulled position and let it back in, but that's it.

Answer
Hello Darnell:

Is the Engine Brake Releasing? Have Someone Move the Engine Brake/Stop Lever on the Handle. At the End of the Inner Cable is the Engine Brake Assembly. Watch the Cable. Does it Pull the Engine Brake Band? If Yes, then are you Sure there is Nothing Under the Deck, between the Blade and the Housing? If yes, then Remove the Drive Belt from the Engine Pulley. Does it Turn Now? If No, then there is an Internal Engine Problem. Send me the Model Numbers Off the Mower, Please. With these I can Locate the Proper Manual and Better Assist you. Hope this Helps. I am Here if You Require More Assistance. Let me Know What Happens, Please. Thanks.

Good Luck
