Small Engines (Lawn Mowers, etc.): Murray Problems, briggs stratton engine, frank briggs

I have a Murray 22" 3.75 Sprint, Model 221010X99A, Serial 7535202341E022.  It has a Briggs & Stratton engine, Family # 3BSXS, 1581VG 275738.  It worked fine then after being rinsed the next use the idle surged after warming up.  It acts as if the governor is idling it up and then back down without returning to a normal operating speed.  I removed the air filter but the carburator isn't what I'm used to seeing.  My first thoughts were gas in the lines.  I don't have specifications or manuals on the mower.  Also I'm stationed overseas in the armed forces and cannot find one.  Any assistance would be greatly appreciated. The Manual that is on this Page Should is the Manual for your Mower. Go to this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM (Murray) and Enter the Model Numbers (221010X99A). Then Double Click on your Model in the Results Area.
