Small Engines (Lawn Mowers, etc.): Easy Briggs question, throttle linkage, rough shape

QUESTION: Okay there Mr.Paul, here goes. I have a troy-built trimmer/mower. Model #52027 hp B&S, It is basically a weed eater with a 5 horse motor. I got it from a friend about 3 years ago, it had been stored inside a garage looked new enough to put out on a showroom floor somewhere. Well at the time I tried some fresh fuel and a shot of fluid and it started but died so I new I had to clean the carb well that was like 3 yrs ago and I am finally getting around to it. I have cleaned the carb twice 1st time nothing second time it runs but still needs a shot of juice to start. Having never heard it properly running it seems to run just a little above idle(steady though) at full throttle. Engage the cutter head ever so slowly (otherwise it dies) hit a patch of grass and it does die. Incidentally I can manipulate throttle linkage and the R's go up but it still dies in the grass. The carb was in rough rough shape when I took it apart rust and gunk to the point the float was frozen in place and every passage was blocked. I don't want to rebuild the carb I want to buy a whole new one but can't find a complete one at B&S just rebuild kit. My other concern is the cutter head even unengaged(?) it doesn't spin as freely as I would expect but I have nothing to compare it to. Any idea's and I am sorry for the lenth

Something else to try,  looking at the spark plug, just above the carb there will be an eye with a spring attached to it.  bend the lever with the eye towards you and see if the engine revs up.  This type of unit gets crashed into fences and shrubs and all other variaties of debris and it is very common for the governor lever to get pushed in.

Sorry I can't answer your question about how the head spins.  The internet is in an incredible achievement, but, I can't spin it from here to see if it's normal.

Not many men can climb to the top of my lofty pedestal. Just kidding.  Today I had 4 customers come in with mowers that wouldn't run fast enough.  You're lucky, at work I fix the problem in about 3 seconds, then I go Cha Ching, 21.00 please.
