Small Engines (Lawn Mowers, etc.): Craftsman Blower Starter Recoil Problem, recoil spring, spring retainer

Recently my starter recoil spring in my Craftsman Blower (m/n 358.797251)broke.  Since I had no reference when I first took it apart I wasn't sure if the recoil spring had broken or if it was the Starter Pulley so I ordered both parts from Sears.  I have taken it apart and installed the new parts and have subsequently taken it apart and re-installed the parts 3 times.  In the first two cases the starter recoil worked for approximately 4 to 5 pulls and then ceased to recoil the rope.  The last time I carefully pre-loaded the spring (one full turn of the pulley)  The final time, after pre-loading the spring, it worked for about 10 pulls and then quit working again.  In every case I cannot ascertain what the problem is and everything appears to be properly installed and positioned when I disassemble the starter recoil assembly.

Any idea what I might be doing wrong?  Could there be a problem with the parts I have ordered.  I have a pretty good understanding of mechanics since I used to be an ASE certified mechanic and have rebuilt countless engines (although I am admittedly a little dumb when it comes to small engines)

Hello Denny:

When you Installed the Spring and Rope, Did you Turn the Pulley Until it Stopped. Then Reverse 1 to 2 Turns and then Thread the New Rope Through the Pulley and Out the Hole in the Starter Housing. If Not you May Not have Enough "Pre-load" on the Recoil Spring. If you have the Rope On the Pulley, then you Need to Turn the Pulley At Least 3 Turns for the Spring to be Tightened Properly. If the Spring is Too Loose when Recoil is at Rest, the Spring will Jump the Spring Retainer in the Housing and Release the Recoil Spring Tension. Hope this Helps.
