Small Engines (Lawn Mowers, etc.): Murray 14.5 ohv B&S 42inch rider, air breather, delivery problem

I was mowing and the engine died.  I was able to restart it and drive it back to my garage but every time I tried to engage the blades it would die immediately....?  As it stands the engine will hit briefly with choke on.  If I use starting fluid it will hit and run as long as I keep spraying starting fluid into air breather.  I have installed a new carb kit and nothing has changed.  Fuel flow to carb is fine as I installed new hose and see-through filter.  Spark plug gets fire, but how do I know if the saftety switches are not fouled?  ANY Suggestions would be awesome or you just might read about me in the news pretty soon.

If it runs by spraying starting fluid in the carb then the is most likely a fuel delivery problem.

You installed a kit...did you clean all the carb orfices(holes) with compressed air from an air compressor?

Is there a fuel pump on the engine?
Is there an electric fuel shut-off solenoid on the carb?
