Small Engines (Lawn Mowers, etc.): Craftsmen YS4500, fuel tank cap, vacuum leak

Question
Why does the lawn mower sputter, pop really loud and smoke? It started up fine
when I bought it, accidently flooded the engine when pushed the level to choke.
Starts but pops really loud and smokes. What should I do? Is it just need to rest?
Or does it mean the engine is going out?

Problem: Engine operates erratically, surges, and runs unevenly.
Possible causes:

Fuel line or fuel tank cap vent is clogged.
There is water in the fuel.
Fuel pump is defective.
Governor is not set properly, sticking, or binding.
Carburetor needs adjustment or service.
Loose carburetor/intake pipe resulting in vacuum leak
