Small Engines (Lawn Mowers, etc.): My engine doesnt run anymore, adjustment screws, carburetor body

QUESTION: I have a tecumseh OHH50-(68143F) 5.0 hp engine on my daughter's go cart.  I had to replace the clutch and then I ran it for a few minutes fine.  I turned it off and tried to restart it and it won't crank.  I have changed the plug (which I think is a Autolite 403 is that the right plug?) and the air filter and it just seems to not be getting gas.  It did turn over for a while after I put gas into the carb itself, but every time I started to give it gas, it died or choked out.  Does this sound simple to fix or is this something internal which is going to cost a lot of money?  I have a little bit of spark when I take the plug out and check it against the block, but I don't know if there should be more spark.  THe kill switch has been taken off and the original on/off switch is in the on position.  Please give me some advice and tell me what I should do next to get the thing running for her.  It's the wierdest thing.  I bought the cart cheap and the frame  was bent at the clutch/chain/wheel connection and the clutch had been worn down.  I plut the new clutch on and started it right up.  I drove it around for a while and now it won't do anything.  I'm really frustrated about this.  Please help me so my wife doesn't shoot me.

If you Pour Gas Into the Carburetor Throat and the Engine Runs and Quits, then  Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I Use Gunk). I have Found that Most People can Use a Breakdown/IPL and Disassemble the Carburetor Enough for Proper Cleaning. You Only have to Remove the Bowl, Float Pin, Float and Needle Valve and Any Adjustment Screws that Go Into the Carburetor Body. The Welch Plugs Do Not have to be Removed. Then Soak the Carburetor Body and Parts in a 1 Gallon Can of Gunk Carburetor Cleaner Overnight. The Can has a Parts Tray Inside it for the Small Parts. Once the Carburetor and Parts are in the Cleaner, you can Replace the Lid for Safety and to Prevent Accidential Spillage. Then Blow Out the Passages with Compressed Air. Install New Parts if Required. You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.outdoordistributors.com/ and Select the T. Then Select Tecumseh. Then Select Don't have Part Numbers. Then Enter the Model Numbers OHH50-68143F. Then Select your Model and Download the File for Online Viewing. Hope this Helps. QUESTION: Stupid question...does the tecumseh 5.0 OHH50 come with a fuel shut off valve?  I know that seems too simple, but I can't tell by the breakdown if there is one or not.  It shows something that may be one but doesn't have a corresponding number on the parts list.  Thanks.

Some have the Shut Off Valve and Some Do Not. The Breakdown Shows a Cut Off Valve and Does Not List the Valve Because it is Optional. The Breakdown/IPL shows the Valve as #295. Hope this Helps. I am Here if You Require More Assistance. Let me Know What Happens, Please. Thanks.
