Small Engines (Lawn Mowers, etc.): 5hp briggs 130202-3131, open throttle, throttle cable

Question
Hello Paul, My father aquired an old maxim tiller. It will crank but not stay running.  I broke it down, cleaned the carb real good, put it back together and it runs now.  The problem is (I think) setting the governor. It runs wide open and will not throttle down.  When I reattached the governor lever, I turned the governor counterclockwise and pushed the governor lever down to wide open throttle.  I am not sure about this setting.  This is what I was told to do to set the governor.  Is this correct, and what can I do from here?  If it helps, The control plate under the gas tank is where the remote throttle cable comes in.  One spring to governor lever and a wire linkage from governor lever to throttle at carb.  Thanks Jeff A.

Answer
Loosen the governor arm clamp and rotate every thing towards wide open throttle.  Throttle cable, carb shaft and governor arm. Tighten the clamp.  Something else that is common on old used equipment, the previous owner didn't clean the carb, he turned the idle stop to wide open to keep it running.  Check this first.
