Small Engines (Lawn Mowers, etc.): huskee tiller, fuel tank cap, ring gasket

unable to start huskee tiller.belt bad and changed then changed spark plug.first time started and stalled within few seconds.after unable to start,removed spark plug thought possibly smelled gas difficult to tell after trying multiple times to start.rear time huskee tiller  18 inch.what else could be the problem and how would i check it.thanks

Problem: Engine will not start or is hard to start.
Possible causes:

Fuel tank is empty or shutoff valve is closed, or fuel line or fuel tank cap vent is clogged.
There is water in the fuel.
Carburetor is overchoked.
Carburetor is improperly adjusted or needs service.

Deadman or other cutoff switch is open or defective.
Spark plug is fouled, improperly gapped, or damaged.

Problem: Engine starts easily but dies after a few seconds.
