Small Engines (Lawn Mowers, etc.): B&S 220707 wont crank, old battery, plug hole

Engine mounting bolts began falling out of this vintage rider.  I replaced the bolts, now when I attempt to start it, it only clicks.  Used a VOM to test circuit breaker and all safety switches; replaced solenoid and old battery.    Removed and tested the starter with external power; it seems to work well.  Removed the flywheel cover to observe starter in action.  The Bendix engages the flywheel but it will not turn.  Removed the sparkplug and attempted to rotate by hand.  No joy there, either.  Meanwhile the lawn is becoming a jungle.  :-(

Remove the Belts from the Engine Pulley. Does the Engine Turn Freely Now? If No, then Put Some Engine Oil Straight Into the Spark Plug Hole and Then Turn the Engine through Several Rotations. If the Engien Does Not Free Up, then there May be an Internal Engine Problem. If Removing the Belts from the Engine Pulley Allows the Engine to Turn Freely, then Look for a Frozen Idler or Improperly Routed Belt. Send me the Model Numbers Off the Mower, Please.
