Small Engines (Lawn Mowers, etc.): 17hp OHV Briggs, fuel lines, ohv

bought it used.  cleaned it all up and cut for about 20 minutes. turned it off
for 5minutes  to refill gas and now it wont turn over. Replaced fuel
lines,filter,cleaned carb,replaced all filters,spark plug. Im a young guy new to
all this so im not sure im even on the right path.

When you say it wont turn over do you mean that the engine does not crank? You may want to check the battery to make sure you have good voltage you should have 12-13 volts on a meter. If the battery checks out good then the starter may be bad.
