Small Engines (Lawn Mowers, etc.): tecumseh 6.75 start, flat surfaces, unnecessary work

Question
One day my pull cord came undone when I was starting the mower. I noticed it seemed to be pulling harder than usual. I rethreaded it, but the recoil isn't always working. But now the problem is starting. It became harder to start, and if it did start it wouldn't start again after I emptied the bag. So i would have to wait until the next day to start it again. Now nothing. I have changed the plug, the air filter. It is getting gas. I noticed that these two flat surfaces on the flywheel were rusty and appear to have something to do with how the spark is created. I cleaned all surfaces and now am unsure if I am even getting a spark. It sounds like how it would sound if the spark plug was disconnected. I do have compression.

Answer
Hello Mike:

Send me the Model Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. I Need to See Which Engine We are Discussing, so I Do Not have You Doing a Lot of Unnecessary Work. Thanks.
