Small Engines (Lawn Mowers, etc.): Toro lawnmower has no power, adjustment screws, carburetor body

QUESTION: Hello,
I own a Toro lawnmower model 20016 with a 6.5 HP GTS engine. It started to run rough and was getting hard to start so I did the following: replaced spark plug, drained gas tank and filled with fresh gas, replaced air filter.
It still is hard to start and dies after ~3 starts. After the 4th start is stays running but has NO power. Any assistance would be greatly appreciated.

Does the Engine Kick Back When you Try to Start it? Check the Flywheel Key. If the Flywheel Key is Damaged, this will Happen. Send me the Model Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. Thanks.

QUESTION: NO kick back it ever felt. I dont know about checking the flywheel. Is this the thing that can be sheered so the crankshaft is not bent? Here are the specs off the engine:

Hello Again John:

Since there is No Kick Back, then  Remove, Disassemble and Soak Overnight in Carburetor Cleaner (I Use Gunk). I have Found that Most People can Use a Breakdown/IPL and Disassemble the Carburetor Enough for Proper Cleaning. You Only have to Remove the Bowl, Float Pin, Float and Needle Valve and Any Adjustment Screws that Go Into the Carburetor Body. The Welch Plugs Do Not have to be Removed. Then Soak the Carburetor Body and Parts in a 1 Gallon Can of Gunk Carburetor Cleaner Overnight. The Can has a Parts Tray Inside it for the Small Parts. Once the Carburetor and Parts are in the Cleaner, you can Replace the Lid for Safety and to Prevent Accidential Spillage. Then Blow Out the Passages with Compressed Air. Install New Parts if Required. From your Description, it Sounds like th carburetor is Restricted and Requires a Good Soaking. You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.outdoordistributors.com/ and Select the T. Then Select Tecumseh. Then Select Don't have Part Numbers. Then Enter the Model Numbers (LEV120-352003A). Then Select your Model and Download the File for Online Viewing. Hope this Helps. I am Here if You Require More Assistance.
