Small Engines (Lawn Mowers, etc.): Pull rope on Troy Bilt TB2ET-Spring Assist, select shop, troybilt

As stated above, I am trying to repair the pull rope on my TroyBilt Weedeater.  It is spring assist model.  I cannot figure out how to get the plate off so I can access the pull rope housing.  Any tips?

Would this be a Model TB25ET? Go to this Site Addy, http://www.jackssmallengines.net/parts.asp and Select Shop Online Parts Look Up. Then Select the Model Tab and Enter the Model Numbers. Now Double Click on your Model in the Results Area. Now Select Engine Parts. Once you have Located the Proper Breakdown/IPL. Send me the Information so I can Better Assist you. I can Use the Breakdown/IPL for a Reference. Thanks.
