Small Engines (Lawn Mowers, etc.): B&S Motor wont start, briggs and stratton, compression stroke


Question
I have a B&S 31c707 motor that won't start.  Every time I try to turn it over, the compression stroke of the motor seems to just stop the starter in it's tracks.  The starter has been changed, the battery has a full charge and the motor will turn great without the spark plug in it.  Any help will be greatly appreciated.

If the Crankcase is Not Overfilled with Oil, then Re-Set the Valve Clearance. The Valve Clearance has Moved. This is a Common Problem with All OEM Engines. The Intake is Set at .003in - .005in. and the Exhaust is Set at .008in - .010in. The Compression Release Works Using the Exhaust Valve. When the Valve Adjustment Moves, the Compression Release Does Not Operate Properly and you have the Problem you Described. If you Require Detailed Instruction for Setting the Valve Clearance, Let me Know, Please.
