Small Engines (Lawn Mowers, etc.): Honda Harmony HRM 215 wont start, arinet, american honda

My sister got a used one from a friend.  Of course it came with no manuals.  It will not start.  I have replaced the pull cord, it was fraying badly.  Put in a new spark plug.  And am now at a lost as what to try next?

Pour a Small Amount (approx 1 oz) of Gas Into the Carburetor Throat. Try to Start the Engine. What Happens? Does the Engine Start and Quit? If Yes, then Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I use Gunk). Then Blow Out the Passages with Compressed Air. Install a New Kit if Required.
