Small Engines (Lawn Mowers, etc.): Start problem w/ Toro GTS2 450 recycler, horsepower engine, throttle cable

This Toro is several years old but always worked well. It has a B/S 4.5 horsepower engine. I had to replace the cord but I must have done something to the throttle and choke cables. Whereas it used to start on the 2nd or 3rd pull it takes much more and now I have to manually play around with the governor. Also, when I do finally get it running I can't get it to keep running at full throttle. I'm sure it's an adjustment problem but am not sure how to make them.

When you removed the starter housing the throttle cable is connected to the housing via a small clamp that keeps the cable from moving but lets the control wire adjust the throttle. follow your cable when you move it and you will see what I am talking about. Try not to mess with the Governor controls that will make the whole engine run bad.
