Small Engines (Lawn Mowers, etc.): craftsman lawnmower, self propelled mower, tecumseh engine

Hi, I have a craftsman 6.7hp self propelled mower
Model # 917 377582. Long of the short is I have 2, the first one, which was given to me, It ran fine last year then the engine bleed all of oil I had put in after only minutes yesterday,(no wonder it started on the first pull after sitting all winter!!) I'm sure the block is cracked or the motor seal is shot.
Anyways, I picked up a second one cheap, someone had left it outdoors semi covered, so I replaced the spark plug, changed the fuel line and the line behind the throttle,cleaned the carb head(?) got it to start but cant keep it running without spraying carb cleaner directly through the air filter inlet. Its almost like the throttle isn't kicking in. I removed the screw below the air filter and the primer is pumping fuel into the carb. Where is the throttle adjust?  Anything you can suggest to try I would greatly appreciate.

Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I use Gunk). Then Blow Out the Passages with Compressed Air. Install a New Kit if Required. You can View a Breakdown/IPL of the Engine at this Site Addy, Go to this Site A http://www3.sears.com/ and Enter the Model Numbers (143.996704) in the Search Box at the Upper Left and Click Go. Then Visually Verify the Equipment and Click Continue. Now you can Select Either View Diagram or View Parts List.
