Small Engines (Lawn Mowers, etc.): Mower at constant full throttle, hurricane katrina, briggs and stratton


Question
I have a Snapper RP21500 with a Briggs and Stratton 5.5HP that was underwater during Hurricane Katrina.  After changing the oil/gas several times, it runs.  The problem is that, regardless of the throttle position, the mower runs at full blast.  The choke setting does seem to actually choke, so the only two speeds I have are choke and full throttle.  Any ideas?

Can you Move the Governor Control Arm and Regulate the Engine Speed this Way? If you Move the Governor Control Arm and the Engine Speed Stays the Same, then Remove the Carburetor and Check the Throttle Valve. Is it Still Connected to the Throttle Shaft? If Yes, then the Internal Governor May be Broken. If No, then that is Why the Engine Won't Idle. Has this Carburetor Been Cleaned? Did you Remove the Governor Arm from the Governor Shaft? If Yes, then the Governor May be Out of Adjustment. Let me know and I will Send Directions on Setting the Governor. Send me the Model Numbers Off the Engine, Please.
