Small Engines (Lawn Mowers, etc.): Lawnboy, safety switch, gunk

Lawn boy 21" mower - don't know the model number since that wore off a long time ago.   All green.  Mower must be 15+ years old.   Electric start, no rope pull on it.  I have two questions.  1) I am not getting any juice to the starter.  I have checked the battery and if I hook the battery directly to the starter, the starter will turn so I know it's not the starter.  It seemed to be the switch so I pulled that off and hooked the two wires together to bypass the switch and still could not get anything to the starter.  So problem must be betweeen the switch and the starter.  I tried to follow the wires and traced it to the safety plunger which appears to be working but not sure how to check.  There is a Bosch piece in the wiring as well as some other plugs, etc.  Any ideas of what I ought to try next?

Second question.  In the past, when I could get the mower running, it would seem to only run at 60%, even though I have the speed control turned all the way to the rabbit.  This located under the shroud by the carberatur.  However,when I start getting low on gas, it begins to really speed up, first up the speed that I think it ought be going all the time and then finally up to a speed that seems to be too fast.  Once I fill the tank back up, it goes back to the lower speed which is almost to slow to properly mow.  

Any ideas?

1- Check the Safety Switch. Disconnect the Switch from the Harness and Jumper the Harness. Try to Start the Engine.  2- Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I use Gunk). Then Blow Out the Passages with Compressed Air. Install a New Kit if Required. The Carburetor Float Isn't Sealing Properly an Allowing the Carburetor to Floodor Run LeanAccording to The Weight of the Gas (Pressure) on the Float.
