Hi,
Thanks for all the informative responses you've posted on this site. I dismantled and soaked my mowers carb overnight as I've seen suggested here for a surging engine. However when I put the carb back together, and installed it, the mower will not start. I see gas coming out of the exhaust pipe when I pull the cord. Did I put it back together incorrectly?The only thing I was not sure of was the needle placement. when I removed the float the needle fell out before I could inspect the way it worked. Is there a common cause for gas to make it all the way through the engine and not start? Thanks in advance for your help.

Hello Sean:

If the Needle was Installed Wrong, then you Will Have This Problem. There are 2 Types of Needles Used in the Repair Kits. One has a Needle with a Rubber Tip. The Other Needle is Shorter and is Solid with a Small Flat O-Ring that is Installed in the Inlet Port and the Needle Seats Against this Flat O-Ring when the Float Pushes Against the Needle. When the Carburetor is Turned with the Float Up the Float Should be Level with the Bowl Mounting Surface.
