Small Engines (Lawn Mowers, etc.): B&S problem, starter clutch, emery cloth

I have a B&S 12.5 HP 286707, type 402901.  It will not turn over.  Seemed locked.  Upon disassembly, it seems the crankshaft, connecting rod, etc., all seem to be fine, but the engine still will not turn.  So I started to take the flywheel off to see if there was something under there that is jamming it up.  But after taking off the top rotating screen (four screws) I cannot seem to get the next piece off.  Not sure what it is called, but the four screen screws attach to it.  This engine used to have a pull starter and an electric starter.  There is a square shaft protruding through the top screen about an inch or so, about 7/8 square I suppose.  Is the part I am trying to remove able to be pulled off with a puller?  The little screw holes don't seem to be very substantial since all they do is hold the screen on.

Sounds like a seized starter clutch (the thing on top with the little screws). Remove by taking a block of wood, place it against one of the ears on the clutch and whack it with a BFH (big freaking hammer). It will break loose and spin off. Clean the tip of the crank with emery cloth and install a NEW clutch. Whack it on with the wood and bfh just like you took it off to tighten.
The starter clutch has a "one way bearing"
