Small Engines (Lawn Mowers, etc.): 18.5 briggs, question pool, safety switches

Question
My 18.5 briggs won't start with the key. It can be started
across the solenoid and direct to the starter. It will not
turn over very fast with both plugs in. Pull one plug and
it spins fine and starts. What gives

Sorry for the Delay. This Question was Located in the
Question Pool. Check the Valve Clearance. It sounds like the Compression Release Isn't Operating. The Clearance for the Valve Stem Top to the Rocker Arm/Tappet is .002in - .003in Intake and .008in - .010in Exhaust. As for the Not Starting with the Ignition Switch, Have you Checked the Clutch/Brake Safety and Blade Safety Switches? Send me the Model Numbers Off the Engine, Please.
