Answer
 Hello Ronald:

You can View a Breakdown/IPL of the Mower at this Addy http://www.partstree.net/parts.asp and Select the Shop Online Part Look Up. Then Select the Model Tab. Then Select the OEM (Cub Cadet). Then Enter the Model Numbers 1610 and Click Search. Then Double Click on the Model in the Results Area. Now you can Select the Area of the Mower you wish to View in Breakdown/IPL form. I Don't See the Adjustment Screw Being the Cause for this Problem. The Only Adjustment Screw Shown is the Idle Adjusment. Did you Disconnect the Governor Arm from the Governor Shaft when you Removed the Carburetor? Is the Carburetor Linkage Connected Properly? Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please. Thanks.

 Good Luck

 Respectfully
