Answer
 Hello George:

Remove the Blower Housing (Metal Engine Cover). Now Remove Any Old Starter Rope from the Pulley. Knot One End of the New Starter Rope. Turn the Starter Pulley and Tighten the Spring as Tight as the Pulley will Allow. Now Reverse the Pulley 1 or 2 Turns and Line Up the Hole in the Pulley with the Hole in the Blower Housing. Now Thread the New Rope Through the Pulley and Into the Blower Housing Hole. Pull the Rope Until the Knot is Seated Against the Pulley. Tie a Slip Knot In the Starter Rope to Hold the Pulley and Rope while the Handle is Attached to the Rope. Release the Slip Knot and the Rope should Return Into the Housing. If the Engine is Hard to Start or Won't Start, then Try Starter Fluid. If the Engine Starts and Quits, then Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I use Gunk). Then Blow Out the Passages with Compressed Air and Install New Kit. A Manual is Not Offered for Online Viewing. However, You can Purchase a Manual for this Mower from this Site Addy http://www.haynes.com.au/category50_1.htm Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please. Thanks.

 Good Luck
