Small Engines (Lawn Mowers, etc.): Lawn mower still wont start, spark plug wire, proper manuals

QUESTION: Hi,
My MTD (Briggs&S)push lawn mower sat outside for some time and won't start. Here's what I've done:

1. Replaced the gas line and put new gas.
2. Oil is full and clean so didn't change
3. Put new air filter.
4. There seems to be no fuel filter
5. Took the muffler off, cleaned the exhaust and around it
6. Replaced the spark plug.
7. There is no choke adjustment

Now, when I pull the cord, I don't register any voltage at the spark plug wire. Normally I should, right?
Or am I doing something else wrong?

 Send me the Model and Type Numbers Off the Engine and Off the Mower, Please. With these I can Locate the Proper Manuals and Better Assist you. However, Remove the Coil Shut Off Wire from the Shut Off Switch. To do this; Follow the Brake/Stop cable to the Connection Point. Remove the Cover. You can See the Cut Off Wire and the Switch. The Switch Releases the Wire with Spring Tension. You May be Able to Locate a Breakdown/IPL at this Addy http://shop.briggsandstratton.com/BShopProductListingPage.asp?rsvp=0&PARENTID=0&. QUESTION: John,

Thank you for prompt advice. The lawn mower model and serial numbers are:

Model 11a-086h729
Serial: 1d173k81377

I have located the manuals at:

However, I don't have the engine IPL there.

The model and type numbers off the engine cover are:

Model: 123k02
Type: 0193e1
Code: 02072958

I'm in the process of disconnecting the coil shut-off switch. Also I'm gonna clean the carburetor.

Anyway, I failed to mention that onve I tipped the lawn mower on its wrong side, and (probably because of that) the air filter was extremely dirty, partially oily. I replaced it with a new one.

After I've done everything, I'll let you know how it went.

 The Breakdown/IPL for the Engine can be Found at this Addy http://www.outdoordistributors.com/ and Select the B. Then Select Briggs and Stratton. Then Select Don't have Part Numbers. Then Select the File # 12. Then Select the Folder # 123K00. If you Tipped the Mower on it Side, then Clean the Crankcase Breather/Vent Also. The Oil had to Travel through the Crankcase Breather/Vent to Soil the Breather and the Carburetor. Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please.
