Small Engines (Lawn Mowers, etc.): white 14.5 hp b&s engine, piston engine, valve clearance

Hi, my lawn tractor wont start easy keeps burning up battery. it seems like its turning over very hard. took off valve head . then engine turns over easy.  while everthing is together  engine truns over really slow even with a new battery. take valve cover off and remove valves to expose just piston engine turns over quickly as i watch just flywheel turn. whats the problem you think?  engine always backfired even when it was new  >>  have cleaned valves previously when engine is together there and i turn flywheel with a whrench on bolt there is always a spot whee it is hard to turn  >>  thx a bunch!!!!!!!

 Hello Kevin:

 Have you had the Starter Checked for Dragging Under a Load? If the Valves are Not Set Properly, the Engine will Drag. Set the Engine to Top Dead Center. Now Set the Valve Clearance to the Following: Intake .003in - .005in and the Exhaust .008in - .010in. There is a Compression Release that Works Off the Cam. When you Set the Valve Clearance you are Setting the Release Also. After you are Sure you have the Valves Properly Adjusted; Drop a Small Amount of Blue Thread Loc Onto the Adjuster Threads to Help Lock the Adjuster. All the Engine OEMs are having Problems with the Valves Becoming Unadjusted during Operation. Hope this Helps. I am here if you Require more Assistance. Thanks.
