Small Engines (Lawn Mowers, etc.): honda fg100 tiller gx31 cc motor, honda fg100, allen screw

Question
been having running problems  w/tiller,original owner 7 years old, very little use,no power, hard starting ,worse when warmed up and leaking fuel/oil out carb, took to dealer they played with for 2 weekslast year, last thing they checked they found valves completely backed off, stated surprised ran, said they tightened valve and ran good.
did run better, starts better but not good enough to use, with the money now invested i cant afford to have them try again so either i do it or i junk it.
i have dismantled,,valve could be leaking, crudded up,i would think it makes sense to be valves there is a little allen set adjustment on rocker arms, i can clean up but am clueless how to adjust, perhaps the rocker arm stripped where the allen screw goes into changing adjustment,,,,what do you think,am i on right track or is it carb only.
cylinder walls look good??
do you know if this is a common problem

Answer
 Hello Dennis:

The Valve Adjustment Problem is a Common Problem with the OHV Engines. You will Need a Blade Style Feeler Gauge. I Suggest the Homeowner Purchase the Go - No Go Feller Gauges. The Automotive Parts Salesperson can Explain How the Proper Blade is Selected for Use. Set the Engine to Top Dead Center. Then Set the Valve Clearance for the Intake Valve to .003in - .005in and the Exhaust Valve Clearence to .008in - .010in. Use Blue Thread Loc to Secure the Lock Nut to the Adjustment Allen when the Valve Adjustment is Complete. Hope this Helps. I am here if you Require more Assistance. Thanks.

 Good Luck
