Small Engines (Lawn Mowers, etc.): 18.5 ohv intek plus briggs and stratton, briggs and stratton, valve clearance

Question
when trying to start, engine only rotates a few inches then stops. I had the starter rebuilt and replaced with new battery, but still have same results. any help would be greatly appreciated.  thank you, Troy

 Hello Troy:

 To Eliminate Other Possibilities, Remove the Belts from the Engine Pulley. If the Engine Still Turns the Same, then Reset the Valve Clearance. Set the Engine at Top Dead Center and Set the Intake to .003in - .005in and the Exhaust to .008in - .010in. Use Blue Thread Loc to Lock the Adjusters when Adjustment is Finished. All the OEM's are having a Problem with the Valve Clearance Moving During Engine Operation and Over a Period of Time the Compression Release is No Longer Working and Causes the Problem you are Having.
