Small Engines (Lawn Mowers, etc.): B&S 6.5 intek ohc wont start.., crankcase oil, valve clearance

My Jacobsen commercial 20 with a briggs intek pro 6.5 won't start. It's firing, but won't start. It smells very strongly of gas,like it's always flooded, even after not trying to start it for a long time, removing the spark plug, etc... Any thoughts?

 Hello Don:

 Check the Compression. Check the Crankcase Oil for a Gas Smell. If the Compression is Good (min 70psi), then Remove the Carburetor and Clean and Rebuild. If there is Gas in the Oil then Change the Oil and Install a Cutoff in the Gas Line to the Carburetor and Shut Off the Gas Flow when the Engine is Not in Use. Also if the Valve Clearance is Not Correct you will have this Problem. Hope this Helps. I am here if you Require more Assistance. Thanks.
