My snow thrower impeller stoped rotating. Can I repair it myself. How?

Is the cable from the engaging lever handle connected the ilder pulley arm on the lower side of the machine?  Is the belt and idler pulley working correctly?  Can you turn the paddle assembly by hand?
You will have to remove the side cover to check the belt and idler pulley.
Let me know what you find.
