A friend of mine brought his splitter over for me to use but would not start. The splitter sat outside for over a year. I have drained the gas,cleaned the tank.Added new gas. Removed the carb to clean the float & bowl.(had gunk in the bowl,cleaned & reassembled)Checked the plug,have spark(little carbon,cleaned & checked gap)There is a kill switch located by the carb. Could this wire be shorted to ground causing it not to start? Is there some kind of check I can do with a meter to verify it is properly connected and the values I need to look for? Does the air filter need to be in place to run? I did notice the gasket between the carb and the air filter is in sad shape, could this cause a problem also? It seems if I spray starter fluid while trying to start it, it try's to run but then shuts off again. Appreciate your input

Since it tries to start using starter fluid the most likely the ignition, timing and compression/valves are fine.

This leaves fuel.  I would replace the gasket or use some sealer.  Did you use an air compressor and blow out the carburetor orfices?
What is the engine model number?

I didn't use a compressor to blow it out, I did more of a wipe down and a quick visual. I may have overlooked gunk in the orifices. Will canned air work to blow out the carburator? My compressor is not wired up yet in the new house/garage area we recently moved to. I have not found a model or serial tag on the unit as of yet.Thou I have found a similar unit online with a model # 12F802-1968.(5 HP - 25mm International Crankshaft, Recoil Start, 25mm Dia. x 3.156” Crankshaft, 1 Woodruff Keyway Slot and 1/4” Keyway, D/T 3/8-24, Fixed Speed 3050 +/- RPM, Compliance Positive Stop) The engine is the same kind of 5hp Briggs & Stratton with a Vertical shaft thats on the splitter now. I haven't really tried canned air.  I'm guessing that is will not have enough pressure to blow out the orfices.  On the carburetor bowl nut, there are one or two small holes.  These are for the high speed or main fuel circuit.  Are the holes clean?
