Small Engines (Lawn Mowers, etc.): JD 250 lawn tractor, lawn tractor, snow blower

Hi Jeff   I have the above lawn tractor set up with a 36" snow blower, which worked fine when I used it a few day ago. Today when trying to start,  it would not turn the engine over. Absolutely nothing  Ignition lights bright, no dimming when trying to start. It is the same idication as if the PTO was still engaged. Any suggestions where to look first.  Seat was of course down etc .. It was a very cold day about -20c

this  having a pto  switch>>>  and it was off?   and peddle switch??  when  depressed it should work a switch to let you start   check  connection  at starter ,   seat safty switch  is working???   nutral  switch???
 seems to be something simple>   need to check.
