Small Engines (Lawn Mowers, etc.): Tecumseh 5hp 4 cycle engine, snow blower, fuel tank

I just got a snow blower off a friend, the snow blower has a Tecumseh HP 4 cycle engine.the snow blower is 3 years old he ran it for one winter and then it wouldn't start so it sat idle for the second winter, I asked a repair shop what could be the problem and they just told me to change the needle and seat which I did but the snow blower still wont start, any suggestions

if it sat with fuel in it that long?  i,d say it needs to be cleaned out more then needle and seat. all passages in carb. should be cleaned as well as the whole carb. and fuel tank  and filters.
 also check to make sure you have spark to plug  via a tester, etc.  if none,  check for wires bare touching anywhere grounding out>>  or key  or shut off switch is working properly.  other than that  if all is well and adjusted proper,  it should go.
