Small Engines (Lawn Mowers, etc.): carb flooding, no cold start, ballast resistor, merry christmas and happy new year

B & S, model 243434 0023. This is a 10 hp on an Allis Chalmers B10 garden tractor. If I leave the fuel valve open (engine off), gas will leak out of the carb. I cleaned out the carb with carb cleaner, blew out the lines, ports, etc. Installed new float and needle valve. Still leaks gas. Engine will run fine. Now it's below freezing and the engine will cough, but not start. Gas still leaks out of the carb. But, I can put a bit of raw gas down the carb intake and the engine will start. Tank has been cleaned and has fresh gas. No water in fuel. I have also bypassed coil and am using a 12v auto coil with ballast resistor and fired by the stock points. Lots of spark. New plug.

Any suggestions?

 Did you Soak the Carburetor Overnight in Carburetor Cleaning Solution(I use Gunk). These Carburetor Can Not be Cleaned with the Spray Cleaners. I see you Stated you Changed the Needle. Was this a Needle with a Black Tip? If Yes, Then Purchase the Needle and Seat Kit. There is a Rubber Seat that is Installed and a Short Needle that Works with the Rubber Seat. It is Shorter than the Other Needle to Allow for the Rubber Seat to be Installed. Check the Float for a Hole. The Molded Seat may be Pitted and the Rubber Seat will Cure the Problem.
