Small Engines (Lawn Mowers, etc.): Loosening frozen oil drain plug, oil drain plug, vacuum pumps

I recently inherited a MTD Yard Chipper.  I used it few times and wanted to go ahead and perform some maintenance on it since I did not know the history.  I cannot get the square head oil drain plug to budge.  I have tried using a craftsman open end fixed wrench and tried to turn it counter clockwise to the point I felt the wrench itself was getting ready to break but the plug never moved.  Is there a special tool or some trick to getting this "froze" plug to move?  Thanks for your help

The plug is a normal threaded pipe plug, turn to the left to loosen.

If it is too difficult to remove you can purchase those automotive style pump oil changers.  Warm the engine up about 10 minutes to get the oil warm and then pump out the old oil.  These pumps work fairly well.  We use vacuum pumps at the shop to change oil...we rarely remove the drain plugs.
