Small Engines (Lawn Mowers, etc.): Victa 2 stroke, small spring, linkage

Hi Jeff,
My Victa VSX160 2 stroke mower is overreving. I was mowing and all of a sudden the engine revved flat out! I shut it off and started it again, it starts fine but the engine revs flat out strait away.There is nothing impeding the blades, they turn freely by hand! Any ideas would be much appreciated.

look around by carb. thottle linkage. there should be a small spring  from governor linkage to carb. thottle. it may have broke,  replace it or reconnect it.  also  at times small objects get up there and against it> thus holding it wide open.
