Small Engines (Lawn Mowers, etc.): 5 HP Briggs & Stratton engine, briggs stratton engine, briggs stratton

Question
I have a White Outdoor Products garden tiller that has a 5 HP engine (1997 year tiller) and the only way it will start when cold is to take the air cleaner out and hold your thumb over the round chamber where the choke operates
The choke works OK but wont start. After the engine is warm
it will start ok
