Small Engines (Lawn Mowers, etc.): Victa Lawnmower with up and down surge problem, john thanks, extra pressure

Hi John.
Thanks for your quick reply to my problem on the 16\11\06 in regards to my 2 stroke victa problem.i had it going yesterday after cleaning out the fuel tank and fuel line and i created the surge problem again on fast idle.As it was reving up and down by itself,i noticed fuel seeping through the fuel cap and coating the top of it.When i held a rag tightly on the cap,the up and down surge stopped and it just sat on fast idle until i took the rag away again.Does this tell you anything.Thank you.

 Hello Barry:

 Yes it Does. You were Preventing the Pressure from Escaping from the Tank and the Extra Pressure is Forcing the Fuel Under Pressure Through the Restriction in the Carburetor Jet and Passages of the Carburetor.
