Small Engines (Lawn Mowers, etc.): 15 amp fuse keeps blowning, amp fuse, briggs stratton

Question
My lawn tractor does not turn over or start, I found a 15 amp fuse blown located in the battery compartment. The first time I replaced the fuse, the tractor started and ran for about half hour. The fuse again blown, I replaced it and tractor ran for about 15 minutes.

When I replaced the fuse for the third time, the tractor won't start, I checked the fuse and it was blown out, I replaced it another 4 times and each time the fuse was blown when I turn the ignition switch.

What is causing the fuse to blow out? How can I repair it?

My tractor is a Scotts 42-inch Lawn Tractor, 17-hp Intek OHV Engine, 5-Speed Transmission, power by intek (Briggs & Stratton) The tractor was manufactured by John Deere.

I found the following information on the engine data plate;
Model:311777, Type:0143-E1, Code:990202ZF

I found the following information on the tractor data plate;
John Deere Product Identification # GX1742S021930, Model:Scotts 1742G, Date Code:020399
