Small Engines (Lawn Mowers, etc.): Carb problem 5.0HP Tecumseh, air mixture, spray cleaners


Question
I have a snow blower with a 5HP Tecumseh motor.  I am generally pretty good
with getting these things running, however I MUST be over-looking
something.  Here is my problem:

I cleaned the carb, it was EXTREMELY dirty.  After re-assembly, I am able to
get the motor to run, usually on the first or second pull.  When the motor
runs, it will only run at high speed, but surges.  I adjusted the screw on the
bottom of the float to the point where it runs, if I screw in any further it cuts
out.  When going down to idle, the engine will not idle.  It still runs rough,
and surges.  Adjusting the idle screw has NO effect on the motor.  I can put it
all the way in, or all the way out, and I get the same results.  It appears it is
only functioning off of the lower screw which is attached to the bowl.  If I 1/2
choke the carb, at high speed, it appears to smooth out.

 I know this HAS to be in the carb, I blew out all the jets, and it appears
everything is clear.

 Any help would be GREATLY APPRECIATED!

 Hello Kurt:

 Did you Soak the Carburetor Overnight in Carburetor Cleaning Solution (I use Gunk). Spray Cleaners will Not Properly Clean a Dirty/Clogged Carburetor. They Only Loosen the Varnish and Usually Cause more Trouble than Good. From your Description it Sounds like the Idle Air Mixture Jet and Passage is Still Clogged. What is the Compression?
