Small Engines (Lawn Mowers, etc.): Agway, safety switch, turning the key

Question
I just bought a used Agway tractor. I was mowing and it seemed to jam from too many leaves and stopped. It had been starting fine but now no noise at all when I go to start. Turning the key is like I am doing nothing. Is there some kind of emergency switch off somewhere I am missting?  I turn off the blades, put in neutral, push in the clutch and go to start and nothing....

Most likely there is a safety switch, connector or wire that is disconnected or not making a good connection.  Clean all the leave, dirt and other debris from the mower then trace the wires by hand to every safety switch.  When you get to each safety switch dis-connect the connector and reconnect it.
