Small Engines (Lawn Mowers, etc.): Tecemsuh Throttle Issue, throttle cable, carburetor

Mice nested in my recoil housing of my HM80 Tecemsuh.  I cleaned everything...put it back together and now the engine will not respond to the level throttle.  It will idle and that is it.  Everything seems to be intact around the throttle and governor connections.  Did I bugger the internals of the governor?

 Hello Gill:

 Did you Remove the Governor Arm from the Governor Shaft when you Removed the Carburetor? Is the Throttle Cable the Adjustable Style and Did you Adjust the Throttle Cable when you Reattached it to the Blower Housing? Will the Carburetor Control Plate Move Freely when Moving the Governor Arm by Hand?  Do you have a Breakdown/IPl of the Engine? Thanks.
