Small Engines (Lawn Mowers, etc.): Tecumseh 8hp TVM220 surging, snapper riding mower, crankcase oil


Question
I have a snapper riding mower with a newer Tecumseh 8hp TVM-220 engine with pull start. When pulling the string, it will often pull back very hard, nearly taking a finger. When it starts, it surges up and down for about 2 minutes, with occasional backfires. After about 2 minutes the surging stops and it runs fine, except for the occasional backfire. What do you think is causing this?

 1- Check the Carburetor for Flooding the Engine. Check the Crankcase Oil for Gas or Gas Smell. Does this Happen even After the Engine is Hot? 2- Check the Valve Lash (Clearance between the Valve Stem and the Tappet/Rocker Arm). 3- Check the Flywheel Key.
