Question
I am sorry it took so long to reply back but i got the Choke Link you told me about on ok and its fine now but i still have the problem with the engine racing at high RPMS and not throttling down  all the linkages are hooked up and the spring is attached to the Governor rod. I can work the throttle by hand but not by the lever any Ideas?  i have a 17.5 Hp Briggs and Stratton engine model # 313787.

 Hello Bill:

 If you can Operate the Carburetor by Hand and it Revs Up and down Properly, but will Not Operate by the Throttle; then it Sounds like the Internal Governor has Broken and needs to be Replaced. You can View a Breakdown/IPL of this Engine at this Addy http://www.outdoordistributors.com/ and Click the B. Then Select Briggs and Stratton. Then Select Don't have Part Numbers. Then Select the File # 31. then Select the Folder # 313700. the Internal Governor is Shown on Page 3 of 13 and is Diagram # 43. Have you had the Governor Arm Off of the Governor Shaft?
