Small Engines (Lawn Mowers, etc.): Briggs 8 HP engine rebuild problem, hp briggs, jb weld

Hi John, Thanks for your time. I own an old (10 yr)DR field and brush mower. Recently the mower engine (8 HP Briggs mod: 196427, Code: 961017YD, horizontal crank) broke a rod. I did not have enough $ to have my local shop do the work since they implied that it might cost $500 or more. I got a rebuild kid from Ebay (Stens brand parts)which indluded valves, rod, piston, rings etc for $80. I repaired a small hole in the case with a steel patch inside and out and with JB weld and self taping screws. That seems fine and does not conflict with the crank or rod cycle. I installed all parts without instructions but it seemed pretty straight forward. The crank and cam shaft are or seem undamaged from the flailing rod. As I assembled the pushrods or lifters which ride on the cam, I aligned the tooth on the crank gear between the two marked teeth on the cam gear. I assumed this set the timing of the motor parts. I have put all other parts back together but the motor will not start. I have checked for spark with the plug (old plug which looks good) and there is blue spark. I checked for gas to the plug and confirmed fuel by a wet plug (smells of gas) if I pull too many times with choke on. There is an occasional pathetic exhaust burp or very weak backfire but other than that, no sign of life when I try to start the engine at all. I am getting tired of pulling. The electric start has not worked since I got it from DR and at this point the battery is dead. I don't really care about that. The motor has always started easily. Please give me your opinion as to the likely causes. Thanks much. Mike Hohlweg
