Answer
 Hello Liz:

Are you ure of the Carburator Numbers. I See a Number 640020 Carburator Listed for this Engine. Did you Soak the Carburator Overnight in Cleaning Solution(gunk carburator cleaner)and then Blow Out All the Passages with Compressed Air.  Does this Carburator have a Fuel Bowl? If Yes Check the Float and Make Sure it is Working the Needle Properly. If it is a Diaphram Pum Style, then Make sure the Needle is Operating and Seating Properly Also.  Carburator are Hard to Get Clean. The Air Fuel Mixture Screws are Turned Clockwise Until Seated **DO NOT JAM SNUG ONLY** then Turn Both Counter Clockwise 1 1/2 Turns. Set throttle to Full and Start Engine. You can then Adjust Accordingly if Required. The Low Air Mixture is Adjusted so as No Hesitation when going from Idle to Full Throttle. Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please. Thanks.

 Good Luck

 Respectfully

 John
