Small Engines (Lawn Mowers, etc.): Electric Starter on Lawn Tractor wont turn., turning the key, electric starter

I have a Ryobi 17HP Lawn Tractor with electric start.  Sometimes when trying to start by turning the key, the engine turns about 1/4 turn then stops as if it hit a hardstop.  The wires from the battery to the starter and the starter housing gets very hot if I repeatedly try to  start the tractor.  The next day I can go out and the tractor may start up right away or I may need to walk away and try to start later.  It's hit and miss.  What can be the problem?  I have the blade disengaged, the transmission in neutral, and I sit in the seat when trying to start.

 Hello Dan:

 Remove the Belts from the Engine Pulley. If this Doesnt Change the Way the Engine is Starting, then Check the Starter for Dragging or Binding. If the Starter is Good, then Check the Valve Lash(clearance between the valve stem and the tappet/rocker arm). Send me the Make, Model, Type and Code Numbers Off of the Engine, Please.
